The Global Covenant of Mayors (GCoM) signatory cities are recognised globally as those that lead by example. GCoM supports accelerating ambitious, measurable climate and energy initiatives that lead to inclusive, low-emission and climate resilient futures. Your commitment to the Global Covenant of Mayors signifies a commitment to take bold action, and work with peer cities to share innovations.

How to join?

Any city or town in the world may commit to the Global Covenant of Mayors for Climate & Energy, regardless of size or location. Cities or local governments wishing to formalise a commitment to the Global Covenant of Mayors must submit a commitment document signed by an appropriately mandated official according to local governments procedures.


Demonstrate your leadership in tackling climate change at the local level

  • Integrate climate action into your municipal processes, structures and policies

  • Compare your actions internationally using standardised data and reporting tools

  • Measure and report your climate action monitoring achievement against your local targets

  • Work in partnership with community, other councils and other levels of government to achieve meaningful reductions in corporate and community emissions and achieve relevant adaptation solutions and global action


Currently 35 councils in Oceania have joined the movement of nearly 9,300 cities and local governments from six continents and 127 countries representing more than 770 million residents. (March 2019)

Once a local council joins the Global Covenant they can be globally recognised with compliance badges for different actions, such as conducting an emissions inventory, setting emissions and adaptation targets and creating a comprehensive climate action plan.
